Civil Protection advises avoiding streams on foot or in vehicles, including for hours after rainfall, securing objects and checking gutters. Today’s 31 October warnings and the general 1–2 November bulletin retain their separate time limits.
The general bulletin for Monday 2 November
Civil Protection forecasts intermittent conditions in the Ionian Islands from the morning; in Epirus, western Central Greece and western Peloponnese from the afternoon until late at night; and in the Dodecanese intermittently until the evening. These are descriptive windows in the general bulletin, not an extension of the individual red CAP warnings beyond 01:59.
Updated: 31.10.2026 · 17:04 · Athens time — HNMS: red CAP warnings for 1 November into early 2 November, with individual areas and times. Spain ends the 900 122 112 information line for the Urda rail disaster
Castilla-La Mancha’s official 112 service announced deactivation of the 900 122 112 information line at 13:00 Spain — 14:00 Athens on 30 October 2026, saying it was no longer necessary. The article’s earlier advice to use that specific line no longer applies.
This concerns the disaster information line, not abolition of the emergency number 112. It does not by itself establish an end to the emergency plan or reopening of the railway.
The latest published PLATECAM decision remains level 1, from 10:25 Spain time on 30 October. Separate latest counts are 39 hospitalised at 10:30 Spain time on 30 October and 69 deaths at 11:00 Spain time on 29 October. They are not presented as a new combined 13:00 count.
India: Arnab remnant weakens further; separate Andaman advice
IMD’s latest Tropical Weather Outlook, issued at 08:00 UTC — 10:00 Athens on 30 October, records at 03:00 UTC — 05:00 Athens further weakening of the Arnab remnant from a well-marked low-pressure area to a low-pressure area, now over northern Chhattisgarh and adjoining eastern Madhya Pradesh.
The separate Andaman system remains a low. Forecast intensification into a depression is not presented as already observed. The Outlook is guidance, not a general cancellation of the fishing advice in Special Message BOB/09/2026, issued later at 10:30 Athens and retaining separate sea-area periods.
IMD issued Special Message 1, BOB/09/2026, at 14:00 India — 10:30 Athens on 30 October 2026 for the separate low-pressure area over the south Andaman Sea. The 08:30 in the filename is the observation time, not issuance: at 08:30 India — 05:00 Athens, the low lay over the south Andaman Sea and adjoining Andaman and Nicobar Islands.
Concentration into a depression around 31 October, followed by movement towards the Andhra Pradesh coast, remain forecasts. The message does not establish an already formed new cyclone or certain landfall. This system is distinct from the weakened Arnab remnant in the history below.
Sea areas and periods
For the Andaman Sea and adjoining islands on 30–31 October, IMD forecasts winds of 35–45 km/h gusting to 55 and rough seas. For parts of the southeast/eastcentral and southwest/westcentral Bay, it forecasts later strengthening, reaching 45–55 km/h gusting to 65 on different days; these are not already observed everywhere.
- Andaman Sea and along/off the Andaman and Nicobar Islands: fishermen advised not to venture out through 31 October.
- Southeast and adjoining eastcentral Bay of Bengal: 31 October to 1 November.
- Westcentral and southwest Bay of Bengal: 1–3 November.
These are the source’s local dates without exact expiry times, not a single current ban throughout the Bay. The next special message is scheduled for 12:30 India — 09:00 Athens on 31 October. The separate northern Bihar rain warning for 30 October comes from National Bulletin 34 of 29 October; it is not a new observation in today’s special message.

Hormuz: vessel reported on fire as UKMTO advises cautious transit
UKMTO issued Warning 187-26 concerning an incident in the Strait of Hormuz, 25 nautical miles northeast of Khasab, Oman. The agency says a third party reported a vessel on fire while transiting outbound. This is a report received by the agency, rather than a published investigation finding.
The original bulletin records the incident at 22:12 UTC on 29 October 2026, equivalent to 00:12 Athens time on 30 October. The official post carrying the bulletin appeared later. The incident time is distinct from the publication time.
Advice for passing vessels
UKMTO advises vessels to transit with caution and report any suspicious activity to the agency while authorities investigate. The advice concerns the specified maritime area and provides no announced expiry time.
The bulletin says the cause of the fire, crew status, damage assessment and environmental impact remain unknown. It does not name the vessel or establish that a mine, missile or other weapon caused the incident. Claims about other attacks in the area do not establish the cause of this particular event.

EYDAP has removed Avdiron–Ptolemaidos in Peristeri from its 31 October list. Nine local interruptions remain, all with restoration estimated by 21:00, subject to unforeseen circumstances. Removal from the list does not independently confirm restoration to every connection.

- Neos Kosmos: Prasnika–Kratitos: by 21:00.

Weather, 30 October: no automatic extension of 29 October Red Code
The Red Code mobilisation period through 29 October inclusive, specified by the official Civil Protection decision, has passed. The 30 October review found no new extension in that decision or the official announcement feed. The previous period is not presented as active on 30 October.
No precise lifting time is attributed to the authority, and no general end to local risks is inferred. Earlier daily forecasts and advice for 28 October remain in the history.
The separate Platanias instruction
The original 28 October post by the official 112 Greece account for Platanias, Magnesia remains published: move to higher floors because of flooding and follow the authorities’ instructions. It gives no expiry time. It is not presented as a new 30 October message or extended to all of Pelion. The date change for Red Code does not itself establish that this separate local instruction has been lifted.
