Updated 29.10.2026 · 11:10, Athens time — What changed

On 29 October 2026, the Ministries of National Economy and Finance and Social Cohesion and Family announced the opening of funding applications for vacant homes under the Home Renovation scheme. The deadline is 11 January 2027. This is a new stage following publication of the implementation guide and TEE’s 27 October call.

An Eligibility Certificate already issued for the specific property is required. The electronic application at the official anakainisi.tee.gov.gr portal includes an Intervention Plan, proposed works and costs, declarations and supporting documents. The current phase does not include occupied homes, for which a separate call will follow.

The scheme has a €500 million budget. Grants range from 70% to 95%, depending on the terms and beneficiary category, with up to €36,000 for interventions and up to a further €2,500 for supporting services. Maximum amounts are not automatic approval for every application.

The announcement says a technical adviser is not mandatory for submission, but recommends assistance in preparing the plan. During AppiSToS’s check, the portal temporarily returned a 503 error. The official opening is documented by the ministries and TEE’s call; the newsroom did not verify a successful sign-in or completed application.

Previous updates — history

The Home Renovation implementation guide has been published and was presented in a joint ministry announcement on 20 October 2026. This allows applicants to prepare their files; it does not mean funding applications have opened. Platform activation dates and deadlines are to be announced separately.

Who comes first

The guide provides for sequential applications, first for closed homes and then for existing main residences, prioritised by income. Participation has two distinct stages: an eligibility certificate through gov.gr, followed by a funding application in the Technical Chamber of Greece’s information system. The certificate is a prerequisite, not automatic grant approval.

Rates and limits

Base grant rates are 80% for Category I and 70% for Category II. Specified supplements can increase them to 95% and 85% respectively. The 95% rate does not apply indiscriminately to all applicants.

Section 4.3 of the guide sets a maximum intervention grant of €36,000 including VAT, combined with a €300 per square metre limit and the verified dwelling area. Additional eligible supporting costs can be covered up to a combined €2,500, subject to programme conditions. These figures are not automatic payments to every beneficiary.

More than cosmetic renovation

Projects must combine repair/renovation with energy improvements, achieving at least one energy-performance category of improvement. Energy works must account for 20%–40% of the eligible intervention budget. Subject to conditions, works include kitchens and bathrooms, electrical and plumbing installations, flooring, windows, insulation and heating systems.

Preparing the file

The initial application will require an Intervention Plan, declarations and any case-specific supporting documents. The first energy-performance certificate and electronic building or individual-property identity are submitted later, after positive assessment and within the specified deadline. Property records, legal status and any required co-owner consents need checking.

Different published budget figures

The ministry announcement refers to an overall €500 million framework, whereas section 1.3 of the published guide records €479,796,259.81, summarised as €480 million on the programme website. These figures are reported separately; the difference does not establish additional approved funding.
