Development Law: €150 million returned, recovery process continues for another €323 million
The Development Ministry distinguishes money already returned from 191 projects under the 2004 law from the pending process involving 141 projects under the 2016 law.

€150 million has been returned to public funds from 191 investment projects under the 2004 Development Law for which revocation decisions were issued, according to the Ministry of Development’s announcement of 26 October 2026.
Completed returns and an ongoing process are different stages
The ministry says it is proceeding with removing 141 uncompleted projects under the 2016 Development Law from the scheme, aiming to recover aid exceeding €323 million. This sum is not presented as already collected and is not added to completed returns.
Of the 141 projects, 119 concern hotels, 12 manufacturing and 10 services. The General Secretariat for Private Investments is reviewing 572 projects under the 2016 law, with a total investment value of €1.59 billion, according to the same announcement.
What it means for businesses
This concerns reviewing and clearing older investment files, rather than a new grant call or application deadline. The announcement does not provide a detailed list of businesses, individual recovery decisions or a collection timetable for the €323 million.
The amounts and progress of the reviews are attributed to the ministry. The minister’s political assessments of transparency are not independent verification of the outcomes.
