Public procurement: October-delivery price-adjustment circular published

The Development Ministry published changes by goods category and bid year. September CPI is the reference, rather than one uniform increase across all contracts.

The General Secretariat for Commerce has issued guidance on calculating price adjustments for public goods-supply contracts with deliveries in October 2026. Circular 91003/26-10-2026, publication code ΨΠΥΗ46ΝΛΣΞ-4ΚΔ, addresses all contracting authorities and concerns paragraphs 9 and 9a of Article 53 of Law 4412/2016.

Which month is compared

For October deliveries, the calculation uses the September 2026 consumer-price index for the particular category of goods, compared with the corresponding September index in the year the bid was submitted. The percentage change is the difference between those indices divided by the bid-year index, multiplied by one hundred.

The document includes a table by goods category for bids submitted in 2025, 2024, 2023 and 2022. For 2021 bids, it refers to the corresponding ELSTAT data and the same calculation method.

Implications for suppliers and authorities

The starting point is to identify the goods category, delivery month and bid year, and check whether the contract falls under the provisions cited in the circular. This is not a single percentage increase for all public procurement: the table contains both positive and negative changes depending on category and year.

The circular establishes that the guidance and reference changes have been published. It does not establish that an adjustment has already been approved or a payment made to an individual contractor.
