The circular sets two stages and participation limits. The current deadline concerns public bodies seeking staff.

Host bodies may submit requests for the second 2026 Unified Mobility System cycle from 29 October to 16 November 2026. On 29 October, the Ministry of Interior posted its circular dated 27 October, reference DIDAD/F.49K/1677/oik.18324, publication identifier 6Σ2146ΜΤΛ6-ΤΘΖ.

Which bodies may participate

The cycle is restricted to bodies whose first-cycle transfers were unsuccessful because no candidates applied or applicants were unsuitable, and bodies whose requests to recruit permanent staff were not satisfied through annual recruitment planning. Positions already approved in the 2026 recruitment plan remain reserved.

Requests concern filling vacant established posts through permanent transfer or temporarily covering service needs through secondment. To have requests considered, bodies must update first-cycle outcomes and ensure their digital organisation charts and specific job descriptions are current.

The two deadlines

  • 29 October–16 November 2026: initial submission of requests by the bodies.
  • 17 November–4 December 2026: review and final submission to the Central Mobility Committee.

Authorised users submit through the Human Resources Management System at hrms.gov.gr/admins. Saving a request does not constitute submission; the required finalisation and approval are necessary.

What this means for employees

The announcement opens the public bodies’ request stage. These dates are not a deadline for employees’ personal applications for particular posts, or an invitation to recruit unemployed people. At this stage, the circular does not set a candidate application timetable.
