EU Council agrees position on agricultural markets for 2028–2034

A partial negotiating mandate, not a final regulation or a new aid application call.

On 19 October 2026, the Council of the EU approved a partial negotiating position on revising the common organisation of agricultural markets, within the 2028–2034 budget framework.

Its position provides for a separate protein-crop and oilseed sector, continuation of the school fruit, vegetable and milk scheme, and possible marketing standards for more products. It envisages mandatory sectoral interventions for apiculture and fruit and vegetables, and, under certain conditions, wine.

What remains open

The mandate enables negotiations with the European Parliament. It does not cover financial or horizontal matters; allocations depend on the overall agreement on the next multiannual financial framework.

This is not final legislation, a change to current CAP payments or an application opening for producers.
