EU sanctions three people and nine companies for circumventing Russia restrictions
New listings target trade and financial networks and oil shipments. What they mean for transactions and assets.

On 15 October 2026, the Council of the European Union adopted additional sanctions against three individuals and nine companies under the framework protecting Ukraine’s territorial integrity, sovereignty and independence.
The Council links the listings to imports of prohibited goods into Russia and circumvention of restrictions on financial transactions and oil. They are not a general ban on transactions with every business in the countries where the named companies are based.
Which networks are included
The additions include Russia-based MOVERS GROUP LLC, LLC DT INIER and United Stream LLC; Türkiye-based trading companies BEGLER TEKSTIL INSAAT ELEKTRONIK VE DIS TICARET LTD and MEDSE GROUP LLC; and DIS Logistics DMCC, Vigor Marine Services LLP, SHIVA SHIPPING LTD. and HURUS TRADE FZE, for activities the Council links to evasion of oil sanctions.
The three individuals are Dmitry Chudovsky, Ivanna Savchuk and Svetlana Gumenyuk, who have management or ownership roles in the three Russian companies.
What changes for transactions
The listings entail an asset freeze and prohibit making funds or economic resources available, directly or indirectly, to those listed or for their benefit. The individuals are also subject to an EU travel ban.
The Council says the relevant legal acts have been published in the EU Official Journal. This is a Council of the EU decision, not conclusions adopted at the leaders’ summit.
