EU Council adopts recommendation on preventing homelessness
A new Council step on national strategies, eviction prevention and access to secure housing.

On 19 October 2026, the Council of the European Union adopted a recommendation on housing exclusion and homelessness, combining prevention, emergency support and long-term housing.
It calls on countries to strengthen strategies, identify at-risk households early and use tools including debt counselling, mediation and safeguards against forced eviction.
It also proposes simpler access to social services through a one-stop shop and more affordable and social housing.
This is an adopted recommendation to member states, not a new application platform or automatic approval of a housing benefit in Greece.
