EU gives final approval to simpler defence procurement and permitting
Omnibus V was approved on 9 October; entry into force follows Official Journal publication.

On 9 October 2026, the EU Council gave final approval to Omnibus V, comprising two regulations and a directive on defence readiness.
Key changes
The package simplifies European Defence Fund applications, increases incentives for SME participation and facilitates intra-EU transfers of defence products. It sets a 102-working-day permitting limit, with exceptions to tacit approval possible for grave health or national-security risks.
The acts enter into force twenty days after publication. Approval is a concrete legislative step; detailed application dates and transposition of the directive require the final published texts.
