Exoikonomo 2025: €425.8 million in ESPA funding for completion
The two ministries announce inclusion in the Environment and Climate Change programme. Four regions will be covered through a different funding programme.

Greece’s Ministries of National Economy and Finance and Environment and Energy announced on 30 October €425,827,568.36 in total public expenditure for completion of Exoikonomo 2025. Their joint release says the operation has been included in the 2021–2027 ESPA Environment and Climate Change programme, co-financed by the European Regional Development Fund.
This finances completion of an existing programme, whose first phase was co-financed by the Recovery and Resilience Facility. The announcement is not a new application call, an individual approval or confirmation that every beneficiary has been paid.
Regional coverage
This operation covers the regions except Western Macedonia, North Aegean, South Aegean and Crete. The ministries say those four will be covered through the Just Development Transition programme; they are not excluded from the overall home-upgrade programme.
Works concern legally existing main residences, detached houses or individual apartments, subject to income and special grant criteria. The minimum target is an improvement of three energy classes and more than 30% primary-energy savings, verified by inspections before and after the work.
The Technical Chamber of Greece is the operation’s beneficiary and the Hellenic Development Bank its partner. The release gives no new individual payment timetable or completion deadline for each application; those require the relevant decision or official case-file update.
