A partial negotiating position sets out the proposed framework. Talks with Parliament come next; final funding depends on the EU budget negotiations.

The Council of the European Union approved its partial negotiating position on the post-2027 Common Agricultural Policy framework on 26 October. Greece’s Ministry of Rural Development and Food presented the agreement on 27 October, highlighting continued income-support tools and greater room for national choices.

What the position includes

The aim is more targeted support for active, young and small farmers, with flexibility to address national circumstances. The Council position makes an active-farmer definition mandatory while allowing national adaptation. It also provides for a generational-renewal strategy and start-up support for young farmers.

The negotiating position includes risk-management tools, support in response to natural disasters and diseases, and the option of farm-relief services for farmers who are ill or need leave for childcare.

Why the agreement is partial

The final funding allocation has not been settled. Financial and horizontal questions, including degressivity and caps on certain support, remain part of the wider negotiations on the EU’s 2028–2034 budget.

The position enables the Council presidency to negotiate the final regulation with the European Parliament. It is not an already applicable new regulation, a Greek application call or a decision to pay individual producers.
