Merz in Kyiv: more than €1.3 billion in aid and 15 agreements
The visit moved from intention to specific announcements: about €1 billion is earmarked for military support and €350 million for Ukraine’s energy infrastructure.

Update, 5 October 2026, 01:10 EEST: German Chancellor Friedrich Merz announced a new support package worth more than €1.3 billion in Kyiv. The development is confirmed by the German Chancellery’s official press conference and the Ukrainian presidency.
Where the new aid is going
Merz announced that about €1 billion will go to additional military support. The official German briefing lists longer-range weapons, combat drones, satellite technology and funding for the joint production of drone interceptors.
A further €350 million is planned for generators, substations and urgent energy-infrastructure repairs ahead of winter. This is an announced package, not evidence that the entire amount has already been disbursed.
The 15 agreements
The Ukrainian presidency said there are 15 agreements and documents worth more than €8.5 billion in total, mainly covering security cooperation, production and procurement. Reuters reported more specifically that 14 business agreements signed during the visit are worth about €6.6 billion. The two figures are not necessarily contradictory because they cover different sets of agreements and documents.
According to Reuters, the business agreements include IRIS-T air-defence missiles, radar equipment and drone interceptors. Announcing agreements does not by itself mean that deliveries or payments have been completed; implementation will depend on the individual contracts and schedules.
The visit’s political message
Merz said Germany would continue supporting Ukraine and linked the outcome of the war to European security. That is the German government’s political position. The confirmed new development is the detailed package and agreements announced after the visit was first reported.
