New York City Council voted on 22 October 2026 to phase out tourist horse-drawn carriages from 1 June 2028, with 40 votes in favour.

The text provides for a workforce transition plan by 1 April 2027 and protects horses from transfer for slaughter. Compensation for businesses remains under consideration.

This is Council approval; the legislative record checked did not yet establish a mayoral signature. Rides are not banned from today.
