Insulation materials: technical failures in 37 of 106 European samples
Greece’s Development Ministry published JACOP25 findings on 22 October. They concern the tested sample, rather than the entire Greek market.

37 of 106 insulation-product samples failed at least one tested technical characteristic, according to Greece’s Development Ministry’s 22 October 2026 update on the European JACOP25 campaign.
What was tested
The European Commission published the findings on 19 October. The 2025 campaign examined products from 14 countries, including Greece. 31 of 97 samples failed thermal-resistance tests and 11 of 81 failed reaction-to-fire tests. The groups overlap; these failures cannot be added together.
Marking or documentation defects were found in 68 samples. The Commission reports one sales ban and seven withdrawals under the campaign; its announcement does not list the products’ trade names.
Before renovating
The Commission advises buyers to check CE marking and the Declaration of Performance (DoP), suitability for the intended use and installation instructions. These percentages describe the tested samples; they do not establish that the same proportion of all products sold in Greece is unsuitable.
