The plan covers part of 2026 electricity use, excludes refineries and still requires DG COMP approval before it is finalised.

Greece's Ministries of Environment and Energy and National Economy and Finance set out a new intervention of up to €95 million to reduce industrial electricity costs on 7 October 2026.

The measure has not yet been finalised. The official announcement says it still requires approval from the European Commission's Directorate-General for Competition (DG COMP) and that discussions are at an advanced stage.

First period: January–July 2026

For the first seven months, the plan would apply the EU CISAF framework to industries listed in Annex I of the CEEAG guidelines that do not receive compensation for indirect carbon-emission costs.

Support may cover up to 50% of eligible consumption and reduce the electricity price by up to 50%. The subsidised final price may not fall below €50 per MWh.

Second period: August–December 2026

The METSAF framework is planned for the final five months. Aid intensity may rise to 70%, while the €50 per MWh floor remains.

For firms that do not receive indirect carbon-cost compensation, eligible consumption may reach 50%. Firms that already receive such compensation may have up to 25% of total consumption covered, subject to EU conditions. Refineries are excluded from the scheme.

Investment requirement

Eligible industrial companies would have to direct at least 50% of the aid to investments that reduce emissions or energy costs, including renewable energy, storage and energy efficiency.

When payments are expected

The announcement places the start of payments in 2027 for eligible 2026 consumption. No application call, enrolment process or final regulatory text has yet been published. Practical steps for companies can only be assessed after EU approval and finalisation of the measure.
