UK announces over £10 billion in support for Ukraine
The 28 October Budget combines guarantees, export-finance capacity and additional air defence. It is not one immediate grant.

On 28 October 2026, HM Treasury announced over £10 billion in additional support for Ukraine, detailed in Budget 2026.
What is included
- £7 billion in economic support over three years: up to £5.5 billion in World Bank guarantees and a £500 million contribution to the IDA crisis facility, intended to mobilise £1.5 billion in support.
- £500 million in additional military support for air defence this winter.
- A £3 billion increase in UK Export Finance capacity, prioritising military support and bringing total cover to £6.5 billion.
Commitments, rather than completed disbursements
Guarantees and financing limits are not immediate cash transfers. The announcement does not certify completion of all deliveries. The £500 million intended to mobilise £1.5 billion is not added again to the £7 billion as a separate grant.
The new package is distinguished from the existing commitment to £3 billion annually in military support until at least 2030–31 or as long as needed. This is announced government policy; London’s assessments of its role in collective security remain the government’s position.
